I read aloud where it showed the payer is responsible for this. I had to tell them they were the payer.

TLDR:
If you got a lump sum cumulative payment from CPP-D
Contact your MP (this is the only way, though you can try yourself to get this T1198 form filled out by Service Canada) & an accountant to ensure you get the taxes you paid back-distributed over those years & very likely a lot of $$ will be returned to you.
They don't tell you this & are not informed & fed is stealing millions from disabled yearly.
