I have not been able to verify this because I do not have the environment, but to allow self-signed certificates, it would be possible to add the SSL option to [this file](https://github.com/misskey-dev/misskey/blob/a812dfe8535827b333b64e2ce44c85a1b7b6b39b/packages/backend/src/postgres.ts#L266) and refer to the [node-postgres documentation](https://node-postgres.com/features/ssl#self-signed-cert) to reference the certificate."
